Job Title: Project Manager (PM)

  Location: Chicagoland and surrounding regions

Position Overview:

The Project Manager (PM) is responsible for planning, leading, and delivering civil engineering and construction projects from initiation through closeout. This role oversees project scope, schedule, budget, and team coordination while ensuring compliance with agency requirements, design standards, and contractual obligations.

The PM serves as a key liaison between clients, public agencies, contractors, consultants, and internal project teams, ensuring projects are delivered efficiently, accurately, and in alignment with KAD Engineering’s commitment to quality, integrity, and collaboration. acts as the primary liaison between the contractor, the agency, and the engineering/design teams.

Key Responsibilities:

 Project Management:

  •  Manage multiple civil engineering and construction projects simultaneously from planning through completion
  • Develop and oversee project scopes, schedules, budgets, staffing plans, and work plans
  • Monitor project progress and proactively address risks, issues, and scope changes
  • Ensure projects are delivered on time, within budget, and in compliance with contractual requirements


 Client & Agency Coordination:

  • Serve as the primary point of contact for clients, municipalities, IDOT, Illinois Tollway, and other public agencies
  • Lead project coordination meetings and provide regular status updates to stakeholders
  • Facilitate communication between clients, contractors, subconsultants, and internal teams


Technical Oversight & Quality Control:

  • Review engineering plans, specifications, cost estimates, and construction documents
  • Ensure compliance with IDOT, Tollway, municipal, and regulatory standards
  • Oversee quality assurance and quality control processes for all deliverables
  • Support constructability reviews and resolution of design or field-related issues


Project Administration & Financial Management:

  • Prepare and manage project budgets, invoices, pay applications, and financial tracking
  • Review and negotiate change orders and contract modifications
  • Maintain accurate project documentation, including correspondence, RFIs, submittals, and reports
  • Oversee project closeout activities, including final documentation and lessons learned


Leadership & Team Development:

  • Coordinate and mentor project engineers, inspectors, and technical staff
  • Support staff development through coaching, training, and performance feedback
  • Collaborate with leadership on workload planning and resource allocation


Business Development Support:

  • Assist with proposal preparation, scope development, and client presentations
  • Support relationship-building efforts with existing and prospective clients

Qualifications:

  • Bachelor’s degree in Civil Engineering or related field 
  • Licensed Professional Engineer (P.E.) in Illinois preferred or ability to obtain
  • Minimum 7+ years of relevant civil engineering experience, including project management responsibilities
  • Experience managing municipal, transportation, or infrastructure projects
  • Strong knowledge of IDOT, Illinois Tollway, and local agency standards
  • Proficiency with project management tools, Microsoft Office, and engineering software
  • Excellent communication, organizational, leadership, and problem-solving skills

Desirable Skills:

  • Experience with transportation, roadway, bridge, utility, and infrastructure projects 
  • Familiarity with CMMS, e-Builder, PMO, or similar project management systems
  • Strong financial management and contract administration experience
  • Ability to manage complex stakeholder environments and fast-paced projects
